“政府雇员制”是我国各级政府探索中的一项全新用人制度,它通过吸收非公务员身份的专业技术人才参与公共管理与服务,有力冲击了政府的传统用人观念和行政理念,深化了我国人事制度改革,成为我国公务员制度的有益补充。但是,“政府雇员制”作为一项正在试行中的制度,其背后也出现了一些从法律制度到实际操作等方面的问题,究其原因,从根本上讲是不完善的公务员制度所致。改革不健全的公务员制度,把政府雇员制作为公务员制改革的重要步骤也就成为政府雇员制和公务员制发展的长远之策。
