2003年10月,检察机关实行人民监督员制度试点工作以来,人民监督员通过对检察机关查办职务犯罪案件易发生问题的“三类案件”和人民群众反映突出的“五种情形”有效监督,较好的解决了“检察机关监督别人,谁来监督检察机关”这一问题,提高了检察机关查办职务犯罪的执法水平和办案质量,提升了检察机关的法律监督能力,有效地规范检察机关的执法行为,有力地促进司法公正,适应了构建和谐社会的需要。然而,人民监督员制度是检察院自己决定实行的一项社会监督制度,在实际操作中主要是自选自任,缺乏监督制约,需要进一步研究探索。
