本文结合俄罗斯市场特点 ,针对制约双边经贸发展的关键性问题 ,从推进中俄经贸合作重心东移、构筑中俄国际经贸大通道、采取灵活务实的扩大贸易对策、辟建跨国自由经济区、积极参与俄罗斯资源开发和经济结构调整、扩大对俄劳务合作和科技合作、推进大型项目合作、扶持沿边地区口岸城市建设、搞好中俄两国中央和地方政府间对接等方面 ,提出了推进中俄经贸战略升级的适应性对策。并结合对俄经贸发展的实践 ,就如何健全和完善对俄经贸政策法规 ,提出了相关建议 In light of the characteristics of the Russian market, aiming at the key issues that restrict the development of bilateral economy and trade, we should push forward the gravity shift of the Sino-Russian economic and trade cooperation and establish a large-scale international trade and economic corridor between China and Russia.
