党的十一届三中全会以后,中央批准广东,福建两省在对外开放中实行特殊政策,灵活措施,使广东毗邻港澳,华侨众多,国际市场信息较灵等优势得到充分发挥,对外经济贸易的发展达到了一个新的高度。实行开放、改革后短短的8年里(1978年-1986年),广东出口额累计为开放前29年总和的159%。其中1986年出口大幅度增长,出口实绩达42.9亿美元,比1985年出口实绩增长41%,大大高于我省“七五”计划要求年出口递增的速度,出口额解放37年来首次位列全国第一。近年来,特别是去年广东外贸出口创汇的增长,有其主客观因素。从客观来看,主要世界市场由于石油跌价,美元贬值,日元、联邦德国马克升值而日趋活跃,我国汇率的调整也有利于出口,中央、国务院颁布了一系列鼓励出口的政策和措施,以及经贸部对广东的大力支持,为我省扩大出口创汇提供了良好的环境和条件;从主观因素来看,总的来说,是广东在坚持四项基本原则
