到双辽市调研,听双辽市人大的同志议论:“张主任真行,一次会提了8条建议”。这条信息对于热衷于人大宣传工作的人来说,实在是太重要了。于是,我采访了双辽市人大代表、双辽市郑家屯街道办事处主任张秋。张秋今年37岁,1982年毕业于师范学校,曾在重点中学教过学,在市委办公室做过提案工作,就在这段时间他对人大代表的议案、意见和建议有了深刻的印象。正像他说的“人大代表的意见和建议能反映民意,体现全局的意识。”1990年以后他先后担任郑家屯镇党委宣传部长、副镇长。双辽撤县变市以后,1996年张秋被选为郑家屯街道办事处主任。由于他经常直接接触群众,真真切切地体验到人大代表的意见和建议与国家的发展、地区的繁荣、人民生活水平的提高息息相关。所以,当他当选为双辽市人大代表时,才真正感到肩上担子的分量。他深知,当代表是光荣、神圣的,更是一种责任。一种使命
