全国性和制度性的“民主评议政风行风”工作,源于20世纪90年代末期在一些城市中开展的“万人评政府”活动,这是我国公众参与政府绩效管理的主要形式。公众参与政府评议工作的特点是:公众参与评议主体代表性加强,趋于科学化;公众参与评议内容更加广泛;公众参与评议形式更为多样;公众的满意度评议始终是评议的核心内容。但在现实中,公众参与政府绩效管理也不同程度地存在评议主体与被评对象信息不对称,有的被评单位过分看重评议形式和排名结果,公众被动参与以及形式参与,个别地方存在着评议成本过高等问题。解决这些问题需要:增加被评部门直接服务对象的参评比例;对于行政执法部门不能进行“满意度”评议;在有条件的地方,将评议重点转向着重解决一些深层次的问题;提高评议问卷的专业质量水准;降低评议成本,提高评议有效性。

To solve these problems, it is necessary to: increase the proportion of the participants who are directly served by the departments to be assessed; “the degree of satisfaction” can not be evaluated by the administrative law enforcement departments; shift the focus of the deliberations to focusing on some deep-rooted problems wherever possible; Questionnaire professional quality standards; reduce the cost of review, improve the effectiveness of the comments.
