保持党同人民群众的密切联系是我党的优良传统,也是关系到党的生死存亡、革命和建设事业兴衰的大事。在改革开放的新形势下,为了发扬我们党同人民群众密切联系的优良传统,进一步推进物质文明和精神文明建设,从1987年开始,我区就实行了区、局、乡三级党政领导干部每人联系一个基层单位的工作制度。党的十三届六中全会通过的关于加强党同人民群众联系的决定发表之后,我们进一步提高了思想认识,在总结经验的基础上,又采取了巩固和完善联系点制
