基于国内外对民航机场活动区管理研究现状和我国民航当局当前对机场活动区安全管理的相关法律规章,结合机场活动区内的航空器、作业车辆和人员之间的实时动态运行特性,全面分析了机场活动区管理的影响因素,建立了基于模糊综合评价的机场活动区管理的数学模型,采用定性和定量相结合的方法确定了评估机场活动区管理方法的各评价指标体系,运用层次分析法确定各评价指标的权重,构建了机场活动区管理的模糊综合评估步骤,提出了操作性较强的机场活动区正常运行和应急响应事件的管理方法和应对措施,研究的结论有助于提高机场活动区紧急事件的响应能力,促进机场活动区飞行安全和使用效率;同时结合运行实例,对提出的模糊评估方法和评估指标体系进行验证.
Based on the current domestic and international research on the status quo of CAAC airport activity management and the current laws and regulations of CAAC authorities on the safety management of airport activity area, combining with the real-time dynamic operation characteristics of aircraft, work vehicles and personnel in the airport activity area, The factors affecting the management of the airport activity area are established.
