2005年重阳节,辽宁省委、省政府在沈阳市召开了辽宁省暨沈阳市“欢度重阳节,关爱老前辈”大会,向全省发出了“尊老、养老,助老”的倡议,奏响了“敬老行动”新乐章；2005年10月14日,省委、省政府决定实施“敬老行动”,下发了《辽宁省开展“敬老行动”的安排意见》(辽委办发[2005]36号),使敬老、养老、助老的中华民族的传统美德在全省发扬光大!辽宁省所开展的“敬老行动”,是新形势下对养老福利模式的有益探索,是补缺型福利向普惠型福利转化的有益尝试,其“敬老行动”的工作思路得到了民政部各级领导的充分肯定和兄弟省市的普遍认可。在“全国养老服务社会化工作会议”即将在辽宁召开之际,本刊特约记者就辽宁开展“敬老行动”的有关情况,采访了辽宁省民政厅厅长薜恒。
