行政回应是现代政府的重要制度及理念,从哲学层面上解读,它具有主体性、公共性、约束性和相融性的内涵。行政回应的哲学特性决定政府应该以扮演表现性角色、反映公民诉求、对公民负责和为公民服务为价值目标。行政回应的哲学认知与制度建构的结合有利于发挥行政回应的制度功能。
Administrative response is an important system and concept of modern government, which is interpreted from the philosophical level. It has the connotation of subjectivity, publicity, binding and compatibility. The philosophical characteristics of the administrative response determine that the government should take the performance of the role of the public, reflecting the demands of citizens, citizens and the public service for the value of the target. The combination of philosophical cognition and institutional construction of administrative response is conducive to giving full play to the institutional functions of administrative response.
