—、几项概念与说明 1.设计洪水水利工程或其他涉及洪水的工程如桥、涵、道路、仓库、码头等,为了控制某种洪水,或为建筑物免遭洪水的破坏,在规划设计阶段,研究洪水发生清况与影响因素间的规律,预计将来可能发生的各种洪水,在首先保障人命次及经济核算上最为有利的原则下,来挑选某种洪水作为工程设计的依据,称此洪水为设计洪水。流域的设计洪水,可自两方面推求:如流量资料足够时,应以流量资料直接推求;如流量资料不足,而雨量资料较为完备时,可先推求设计暴雨,然后再转变为设计洪水。 2.用频率法推求设计暴雨的理论分析
