中国共产党从成立之初,就将劳动人民的民生问题置于十分重要的地位。其中,社会救济工作是民生问题的一个重要方面。1922年～1948年,中国共产党在历次全国劳动大会上,都将救灾救济工作作为党的重要政策提出。陕甘宁边区成立专门的社会救济机关负责具体的社会救济工作,充分发挥政府救济的功能,提高了党的威信,赢得了广泛的民心,成为革命成功的关键因素。
Since its establishment, the Chinese Communist Party has put the livelihood problems of working people at a very important position. Among them, social relief work is an important aspect of people’s livelihood issues. From 1922 to 1948, the CPC put relief and relief work as an important party policy at all previous labor conferences. The establishment of a special social relief agency in the Shaanxi-Gansu-Ningxia Border Region was responsible for specific social relief work, gave full play to the function of government relief, enhanced the prestige of the party and won extensive popular support, becoming the key factor for the success of the revolution.
