今年我省防汛形势依然十分严峻:一是汛情趋势不容乐观.据气象、水文部门预测,我省今年将可能转入丰水年系列,主要江河洪峰流量比常年偏大2～3成,周期性水文规律也预示着较大洪水机率的临近.二是连年大旱,干部和群众盼雨心切,容易滋生麻痹和忽视防汛工作的思想.三是各级政府换届,主管防汛工作的领导大多是新手,情况生疏.四是城乡防洪标准低,病险水库多,信息手段滞后,抗灾任务艰巨.五是小型水利工程产权制度变革带来可能预料不到的新问题.严峻的防汛形势不允许有丝毫麻痹大意.因此,今年我省防汛工作总的指导思想是:以党的十五大精神和《防洪法》为指针,认真贯彻“安全第一,常备不懈,以防为主,全力抢险”的方针,坚持工程措施与非工程措施相结合,明确责任,严密监视,狠抓落实.
