本文研究在危机前经济业绩和劳动力动态的背景下,全球性金融危机对越南劳动力市场的影响。与一些邻国相比,全球性金融危机对劳动力的影响比人们原先对一个具有越南那种国际曝光度的国家所预期的更小。这可以归因于越南在2008年末及时采取的一揽子刺激措施、危机前的紧缩劳动力市场、越南主要出口产品的竞争力和私营部门在全球竞争的能力。虽然弹性劳动力市场确保了低失业率,但我认为,制度环境的许多方面导致了劳动力市场调整的减慢。熟练劳工短缺、刚性劳动力市场和欠发达劳资关系体系,可能会拖延经济复苏并限制未来的经济增长。
This article examines the impact of the global financial crisis on Vietnam’s labor market in the context of pre-crisis economic performance and labor dynamics. Compared with some neighboring countries, the impact of the global financial crisis on the labor force is smaller than originally anticipated by a country with an international exposure of Vietnam. This can be attributed to the package of stimulus packages Vietnam took in time for late 2008, the pre-crisis tightening labor market, the competitiveness of Vietnam’s main export products and the private sector’s global competitiveness. Although the flexible labor market ensures a low unemployment rate, I think that many aspects of the institutional environment have led to a slowdown in the adjustment of the labor market. Skilled labor shortages, rigid labor markets and underdeveloped labor-management relations may delay economic recovery and limit future economic growth.
