海洋是生命的摇篮,也是人类赖以生存发展的资源宝库。进入21世纪以来,海洋已成为全球经济、科技、政治、外交的重要舞台,沿海各国纷纷将国家战略利益竞争的视野转向海洋。中国和世界的历史一再证明,向海而兴,开海而盛;背海而弱,封海而衰。在新的时代背景下,开发海洋、走向深蓝是事关国家前途、民族未来的重大战略抉择。党的十六大以来,党中央、国务院从国家发展的战略高度,对我国海洋经济和海洋事业发展作出一系列重要部署。2009
The ocean is the cradle of life and the treasure trove of resources for human survival and development. Since entering the 21st century, the oceans have become an important stage in the global economy, science, technology, politics and diplomacy. All coastal countries have turned the vision of competing for national strategic interests to the sea. The history of China and the world has repeatedly proved that the rise to the sea, open sea and Sheng; weak back to the sea, the sea and decline. In the new era background, the development of the sea and the move toward dark blue are major strategic choices concerning the future of our country and the future of our nation. Since the 16th CPC National Congress, the Central Party Committee and the State Council have made a series of important plans for the development of China’s marine economy and marine undertakings from the strategic height of national development. 2009
