科技政策的落实情况直接反映了科技政策制定的成功与否。北京市科委为了摸清北京市科技政策的执行情况,于2004年委托北京科学学研究中心承担了《北京市科技政策执行情况调研》课题,课题组对2000年以来制定颁布的政策法规进行了大量的调查和研究,为北京在下一阶段进一步完善和健全北京科技政策法规体系奠定了基础。本文的作者根据该课题的报告形成了此文,供读者参考。
The implementation of science and technology policies directly reflects the success of science and technology policy making.
