西部可以通过学习和模仿东部地区在改革开放过程中探索出来的经营理念与制度规则来实现经济发展的后发优势。在东西部经济合作过程中 ,应以中国加入WTO为契机 ,把西部大开发纳入法治轨道 ,为东西部经济合作提供有效的制度平台 ,实现区域经济发展与合作从政策向规则的转变 ;实行依法行政 ,切实保护投资者和经营者的合法利益 ,增加规则的透明度 ,减少合作中的不确定性 ,最终实现区域间经济的平衡发展。
The western region can realize the backward advantages of economic development by studying and imitating the management concepts and institutional rules that the eastern region explored during the process of reform and opening up. In the course of economic cooperation between the east and the west, we should take China’s accession to the WTO as an opportunity to bring the development of the western region into the orbit of the rule of law and provide an effective institutional platform for economic cooperation between the east and the west in order to achieve the transition from a policy to a rule in regional economic development and cooperation. Administrative and effective protection of the legitimate interests of investors and operators, increase the transparency of rules, reduce the uncertainty in cooperation and eventually achieve a balanced economic development among regions.
