2004年12月,世界银行发表了题为《2004年世界银行中等教育报告》(以下简称《中等教育报告》),报告阐述了21世纪中等教育面临的核心问题,目的是帮助发展中国家和经济转型国家政策制订者调整中等教育制度,满足全球化与知识经济提出的新要求。本文试图通过解读《中等教育报告》,追踪21世纪中等教育发展的新方向,剖析中等教育面临的新挑战,透视世界银行中等教育的优先项目。
In December 2004, the World Bank published a report entitled “World Bank Secondary Education Report 2004” (hereinafter “Secondary Education Report”), which describes the core issues facing secondary education in the 21st century with the aim of helping developing countries and the economy Policymakers in transitional countries readjusted the secondary education system to meet the new demands of globalization and the knowledge economy. This article attempts to trace the new direction of the development of secondary education in the 21st century by interpreting the “Report on Secondary Education”, analyze the new challenges confronting the secondary education, and give perspectives on the priorities of the World Bank’s secondary education.
