实行排放法规的关键在于强制执行 排放法规是一个很复杂的问题,是没有一个简单易得或者现成的答案。当今世界上主要有三种排放法规体系,即欧洲、美国和日本的排放法规体系。每一种排放法规的目标都是一样的,即确保每种发动机都能按清洁的标准进行设计,并保证其清洁地运转。但是,仅仅有了法规是不够的,还需要在各个层面上强制执行。
The key to enforcing emissions regulations is that compulsory enforcement of emissions regulations is a complex issue with no easy or readily available answer. There are mainly three kinds of emission laws and regulations in the world, namely the emission laws and regulations of Europe, the United States and Japan. Each of these emissions regulations has the same goal of ensuring that each engine is designed to clean standards and that it is cleanly run. However, simply having regulations is not enough and needs to be enforced at all levels.
