全国各级方志工作机构绝大部分参照公务员法管理的意义在于:强化了方志工作机构履行《地方志工作条例》赋予职能的能力;稳定了地方志工作队伍;有利于引进高素质人才。但在方志理论研究方面出现了新情况、新问题。应在工作中切实贯彻落实《地方志工作条例》中关于推动方志理论研究的相关规定;充分发挥方志文化产品的公共文化服务作用;建立行之有效的组织管理和激励机制以及人才培养机制。
The significance of the vast majority of local chihshang agencies at all levels in the management of civil servants’ law lies in strengthening the ability of local chihshang agencies to perform functions assigned to them in the Local Chorography Work Regulations, stabilizing the workforce of local chorography, and facilitating the introduction of highly qualified personnel. However, there have been new situations and new problems in the study of the theory of chronicles. We should conscientiously implement the relevant provisions of the “Local Records Work Regulations” on promoting the study of the theory of local chronicles at work; give full play to the role of public cultural services of local cultural products; establish effective organizational management and incentive mechanisms and personnel training mechanisms.
