财政政策应如何在自动稳定器和相机抉择之间进行有效选择,一直是宏观调控面临的一个重要问题,也是宏观调控能否收到预期效果的重要前提。本文的研究结论表明,由于内生的制度缺陷,自动稳定器无法对经济周期波动发挥充分的调节作用,相机抉择增加了市场决策的政策风险,为保持市场效率,财政政策的宏观调控应在发挥自动稳定器基础性调节作用的基础上,充分发挥相机抉择的灵活性以弥补自动稳定器的不足。
