One of the core issues in the WTO negotiations is the opening up of the financial services market. The Chinese government has made a concessionary promise on the condition that its own financial system is not yet perfect. China will gradually promote the opening up of the financial industry in the order of banking --- insurance --- securities. The Chinese government has promised that two years after China’s accession to the WTO, foreign banks will be able to provide renminbi business to domestic enterprises, five years from now.
