做好新常态下引进人才工作的思考

进入新常态后,我国经济由追赶型阶段进入到追赶型和创新驱动型并存阶段,在这个阶段中,学习先进技术、经验和创新将同时起重要作用。因此,人力资源会成为经济发展的主要动力。围绕如何利用外国人才,本文提出四点建议:第一,应加大直接(主动)引进人才的力度;第二,加大西部地区引进国外人才的力度;第三,加大高新技术领域人才引进的力度;第四,加大高层次、创新型人才的引进力度。 After entering a new normal, China's economy has entered a coexistence phase of pursuing and innovation-driven by the catch-up phase. At this stage, learning advanced technologies, experience and innovation will also play an important role at the same time. Therefore, human resources will become the main driving force of economic development. This thesis puts forward four suggestions on how to utilize foreign talents. First, we should increase the direct (active) introduction of qualified personnel. Second, we should intensify the introduction of foreign talents in the western region. Third, we must increase the introduction of qualified personnel in high-tech fields. ; Fourth, increase the introduction of high-level, innovative talents.
