1999年以来,党中央、国务院多次提出要实施西部大开发战略,要求全党、全国人民抓住历史机遇,在西部地区过去发展的基础上经过周密规划和精心组织,迈开更大的开发步伐,形成全面推进的局面,通过几十年乃至整个下个世纪的艰苦努力,建设一个经济繁荣、社会进步、生活安定、民族团结、山川秀美的西部地区。西部大开发战略是党中央基于世纪之交国际国内政治经济形势出现的新情况、新变化,以邓小平理论和党的十五大精神为指导,从国家长治久安的战略高度作出的一个历史性的重大决策,也是我国20多年前决定实施沿海地区开放战略以来在经济发展的地区布局上作出的又一次重大战略性调整。可以相信,随着这一战略决策的逐步实施必将对我国未来数十年的政治、经济和社会发展产生难以估量的重大影响。
