在本刊5B上,我谈到大连高新技术产业园区(以下简称“高新区”)成功的一大要素是注重发展战略的创新,并以此来推动高新区超常规、跨越发展。写到这,我觉得话远没有说完。如今,大连高新区已赢得了社会各界的共识和赞誉,成为了我国重要的高新技术产业化基地、自主创新的核心基地和重要载体,全省经济发展新的增长点和带动产业结构升级的中坚力量,目前正向着成为“软件和服务外包行业中国第一、世界第一”的创新型特色园区目标努力。这样好的发展状况和态势,背后的支撑要素很多。其中,除了发展战略的创新外,注重体制、文化、产业的创新应是其成功的另外几大重要内涵。
