合理负担政策特别是抗战中后期实行的累进税制,既体现了“有钱出钱”的原则,又照顾了贫苦群众的利益。减租减息在不损害地主根本利益的前提下,减轻了农民的负担,改善了农民的经济地位。抗日根据地主要是农村,并没有多少资本主义,中共提出的发展资本主义的政策,反映了革命理念的重大变化,产生了很大的政治影响。
The rational burden policy, especially the progressive tax system implemented in the middle and later stages of the War of Resistance, not only embodies the principle of “making money out of money” but also takes care of the interests of the poor people.
