In order to promote procuratorial reform, the Shanghai People’s Procuratorate promulgated the Opinions on Further Deepening the Pilot Reform of Judicial System in Shanghai Procuratorial Organ. The document explicitly requires that the prosecutors such as the Deputy Prosecutor General and the Department of Public Prosecutors must handle the case directly. Since the introduction of the Opinion, the People’s Procuratorate of Hongkou District of Shanghai has attached great importance to this provision and has actively promoted the case handling system of the Attorney General.
