协议保护作为生态保护的一种新机制,在全球推广示范已有10余年。由于各国的自然禀赋和地域差距,协议保护机制在不同的国家各有特点,但其机理都是通过协议赋权保护和科学利用自然资源,达到可持续管理目标。文章梳理和介绍了国内外协议保护项目的案例,剖析了生态保护的成本分担机制,提出了在中国推广协议保护机制的政策建议。
As a new mechanism of ecological protection, agreement protection has been promoted and demonstrated in the world for more than 10 years. Due to the natural endowments and geographical disparity in different countries, the mechanism of agreement protection has its own characteristics in different countries. However, its mechanism is to empower and safeguard the scientific management of natural resources through agreement. The article combs and introduces the cases of agreement protection projects at home and abroad, analyzes the cost-sharing mechanism of ecological protection, and puts forward the policy suggestions of promoting agreement protection mechanism in China.
