招投标作为一种竞争性交易方式在国际上已有200多年历史,它不仅被广泛运用于各种大型工程建设及大宗货物采购,还扩展到政府采购和其他领域。目前,国际上招投标已经形成了一整套体制和实施方法,规范化程度越来越高。如世界银行制定了《国际复兴开发银行贷款和国际开发协会信贷采购指南》等一系列文件,规定了世界银行贷款项目的采购原则、招投标程序和具体实施办法。英国土木工程师协会也编制了《土木工程承包招标投标指南》,为建筑工程的招投标提供指导。《中华人民共和国招标投标法》自2000年1月1日施行后,在我国招投标这一交易活动也被纳入
