In recent years, Rushan City has introduced the competition mechanism into the appointment and management of cadres below the middle level of party and government organs and public institutions, and has fully implemented “competitive recruitment system” with competitive posts as the core content. At present, 87 departmental agencies, public institutions and 124 stock-level public institutions in the city have completed two rounds of competitive bidding. 132 middle-level deputy took positions in their posts and 173 general staff members were promoted to middle-level cadres
