党的十七届四中全会决定提出了“提高党的建设科学化水平”的重大命题,对党的建设提出了的新的更高的要求。反腐倡廉建设作为党的建设的重要组成部分,推进反腐倡廉建设科学化是党的建设科学化的题中应有之义。文章立足反腐倡廉建设的立体视角,系统构建了反腐倡廉建设科学化的基本框架和主要脉络,提出反腐倡廉建设科学化需要坚持廉政教育、制度建设、权力制约、打击惩处、方法手段等5个方面科学运作,统筹推进。
The Fourth Plenary Session of the 17th CPC Central Committee decided to set forth a major proposition for “raising the scientific level of party building” and put forward new and higher requirements for the party’s construction. To fight corruption and build a clean government is an important part of party building. To promote scientific construction of combating corruption and building a clean government is the proper meaning of the party’s scientific construction. Based on the three-dimensional perspective of combating corruption and building a clean government, the article systematically constructs the basic framework and the main context for the scientific construction of combating corruption and upholding integrity, and proposes that the building of an anti-corruption and building a clean government should adhere to the principles of clean education, institutional construction, power restriction, punishments, methods and means Five aspects of scientific operation, co-ordinate promotion.
