喊了多年的码号资源收费(以下简称码号收费)于新年伊始开始粉墨登场,虽然不像3G那样引来众目睽睽,但在业界也着实掀起了不小的震动。因为从此以后,中国的运营商免费享用码号资源的事情将成为永远的历史,取而代之的是每个已划拨到运营商手中的号码,运营商都要按照国家的有关规定交取相应的费用。其实码号收费在国外早已不是什么新鲜事,国际上的许多国家早已在按照各自不同的规定向运营企业收取不等的费用。相对来说,中国实施码号收费已经落后于国际若干年。但这并不重要,重要的是我们已经走出了这一步。本期重点:虽然国内通信业对码号收费表示出了出人意料的理解,但收费所带来的运营商“上帝”心理的改变和由此提出的一些要求似乎更值得关注。此外,国外在码号收费方面已积累了若干经验,“他山之石”的现身说法也将带给我们全新的体验。
