防汛除涝安全关系到城市安全、人民生命财产安全,应统筹规划,加强工程建设,提高管理水平以确保区域水安全。近年来,随着上海区域经济飞速发展,城市建设快速推进,奉贤地区河面率减小,下垫面情况不断变化,同时因太湖流域综合治理工程的逐步建设完善,黄浦江的水情也随之发生变化,水位有继续抬升之势;此外全球气候变化导致的海平面上升以及灾害性天气发生频率上升,上海南部沿海地区面临着防洪除涝的新形势。本文通过多方面分析和方案比选,对新形势下上海奉贤地区的治涝方案进行了分析研究。
Flood control and waterlogging safety are related to urban safety and people’s lives and property safety. They should be planned in an integrated manner, strengthen project construction and raise management level so as to ensure regional water safety. In recent years, with the rapid economic development in Shanghai and rapid urban construction, the river surface area in Fengxian has been reduced and the underlying surface condition has been constantly changing. At the same time, due to the gradual construction and improvement of the comprehensive management of the Taihu Lake Basin, In addition, the rise of sea level due to global climate change and the rising frequency of disastrous weather, the coastal areas in southern Shanghai are facing new situations of flood control and waterlogging. This paper analyzes and studies the waterlogging control scheme in Fengxian, Shanghai in the new situation through various analyzes and comparison of options.
