19世纪70年代,赫德并不支持其海外代理人金登干在为清政府购买近代舰船中收取佣金,赫德、金登干高度提防他人插足为清政府购买近代舰船事宜。赫德最终未能主导晚清海军建设,其“海防司”之梦破灭。
In the 1870s, Hart did not support his overseas agent, Kim Dengan, to charge commissions for the purchase of modern ships by the Qing government. Hurd and Kinden kept a high degree of vigilance against impending acquisition of modern ships by the Qing government. Hurd eventually failed to dominate the construction of the navy in the late Qing dynasty, and its “Hai Phong Division” dream burst.
