1920、1921年间,江苏省人士发起了要求制定江苏省宪法的省宪运动。学术界对于江苏省宪运动的研究,均只是提及江苏省议会的活动,而且是一语带过,而忽略了江苏省宪运动的首倡者——苏社,苏社是江苏省精英为谋发展江苏省地方自治而成立的组织。苏社不仅是江苏省宪运动的首倡者,还拟定了一部具有省宪法性质的法案——《江苏省制草案》。本文全面论述了1920、1921年间的江苏省宪运动。
In 1920 and 1921, people in Jiangsu Province launched a provincial constitutional movement calling for the formulation of the constitution of Jiangsu Province. The study of the constitutional movement in Jiangsu Province by academics only refers to the activities of the Jiangsu Provincial Assembly, but also ignores the proponent of the constitutional movement in Jiangsu Province, the Soviet Union, which is the elite of Jiangsu Province Development of local self-government in Jiangsu Province and the establishment of the organization. The Soviet Union is not only the first advocate of the constitutional movement in Jiangsu Province, but also drafted a bill with a provincial constitutional nature - the draft of Jiangsu Province. This article comprehensively expounds the constitutional movement in Jiangsu Province from 1920 to 1921.
