根据中央人员政府财政部「农业税土地面积及常年应产量订定标准的规定」及本府『关于执行中央人民政府财政部「农业税土地面积及常年应产量订定标准的规定」的具体规定』制定本细则。甲、准备工作:一、各级人民政府成立发证整籍委员会,领导与掌握发证整籍工作。县以上发证整籍委员会得设办公室。负责掌管发证整籍的业务工作,并建立经常工作制度及定期的会议与汇报制度。二、各级发证整籍委员会,要分别类型地区,调查当地现在的自然条件、经营条件、种植习惯及常年应产量,以作整籍评产的依据。
