“吃了潍县饭,天下不用转”之说在老潍县流传甚广,意思是说,潍县的饭菜包容天下之美味,不用再去别处另寻了。为什么以前的潍坊人对自己的手艺如此自信?据记载,清朝晚期,潍县有20几家酒店以及百余餐饮业户这20几间酒店全部是“二出头”酒店,“二出头”即门前设两个大灶,一个灶煮面条,一个灶蒸包子;门头上供应包子、面条等快餐,楼上或里间则是酒席。到了清末,胶济铁路建成使得潍县的经济进入了一个异常的活跃期。商贾云集,新旧并存。当时潍县城内最著名的商业一条街——下河街有三处著名的建筑:一是明代建筑绿瓦阁;二是曲径通幽的市井小街九曲巷;第三便是潍县最早的高级酒店庆德
