政党法治建设是中国共产党立党、兴党、强党的关键之举和重要法宝。中国共产党政党法治建设的历史发展,主要分为两个阶段:毛泽东为代表的中国共产党政党法治建设阶段;邓小平为主要代表的新时期中国共产党政党法治建设阶段。中国共产党在政党法治建设历史进程中积累了宝贵经验,主要包括:在思想认识上明确政党法治建设的战略地位是前提条件,建立健全一整套科学有效的政党法规制度体系是核心要求,充分发挥广大党员干部的模范带头作用是关键环节,真正发挥广大人民群众的民主监督作用是根本保障,在全社会范围内努力培育与建设法治文化是重要条件支撑。在全面依法治国新的历史条件下,建设马克思主义“法治型”执政党是中国共产党进一步加强政党法治建设的时代要求,也是研究中国共产党政党法治建设历史发展问题得出的基本结论。
The construction of a political party by law is the key move and an important magic weapon for the Chinese Communist Party in building a party, rejuvenating the party and strengthening the party. It is a fundamental guarantee that the democratic supervision function of the broad masses of people be given full play. It is an important condition to support the cultivation and construction of a culture of the rule of law throughout the whole society. Building a new Marxist “rule of law” ruling party under the new historic conditions of running the country by law is the CPC’s requirement to further strengthen the party’s rule of law. It is also the basic conclusion drawn from the study of the historical development of the ruling party by law in the Chinese Communist Party.
