近代海关实现了从文件到档案的一体化管理。首先,总税务司署对文档的制成和书写材料集中采购,规范文本格式,形成了统一的印刷和出版制度。其次,建立文件登记制度,登记簿详细登记了文件的来往渠道、日期、内容等多方面的信息。第三,建立归档制度,该流程包括存档、立卷、列号、建立索引、确立档案保存年限等方面内容。第四,文档的开放与保密制度同时存在,出版物根据类别的不同或向全世界开放或仅在海关内部层级开放,档案实行严格的保密管理制度。总之,近代海关的文档管理制度推动了该机构行政效率的提升,表现出了系统性和有效性特征。
Modern customs realized the integrated management from documents to files. First of all, the General Tax Agency centralized procurement and documentation of documents, standardized text formats, and formed a unified printing and publishing system. Second, a document registration system was established. The register detailedly registered information on the channels, dates, and contents of the documents. Third, establish an archiving system. This process includes archiving, documenting, listing, indexing, and establishing the file retention period. Fourth, the openness and secrecy of documents exist at the same time. Publications are open according to different categories or to the world or are only open at the internal level of the customs. Archives implement strict confidentiality management systems. In short, the document management system of the modern customs promoted the administrative efficiency of the institution and demonstrated the characteristics of system and effectiveness.
