〔目的〕建立海港口岸进境空箱检疫监管及检疫处理新模式,加快空箱周转率,同时提高口岸卫生控制能力,有效防止疫情疫病和有毒有害物质传入。〔方法〕以进境空箱闸口全查验模式为基础,引入风险评估机制,对检出的不合格空箱实施分类管理,采取不同的检疫处理方式。〔结果〕该模式实现了进境空箱的100%查验,近2年共检出不合格空箱4.63万个标箱,不合格率达0.67%;对检出的不合格空箱实行风险评估和分类检疫处理,共清扫41291个标箱,占不合格空箱的89.18%,清洗复查1399个标箱,占不合格空箱的3.02%,退运3600个标箱,占不合格空箱的7.78%。〔结论〕进境闸口全查验监管及分类检疫处理模式,既能有效控制疫情疫病和有毒有害物质的传播风险,又可加快空箱周转速度,减少滞港时间,为企业减少经营成本,同时优化了检验检疫人力配置,取得了良好的社会效益。
[Objective] To establish a new mode of quarantine supervision and quarantine treatment of empty containers entering the port and increase the turnover rate of empty containers, meanwhile, improve the port health control capacity and effectively prevent the epidemic epidemic and the introduction of toxic and harmful substances. [Method] Based on the full inspection mode of the empty barge gate, the risk assessment mechanism was introduced to carry out the classified management on the detected empty boxes and adopt different quarantine treatment methods. [Results] The model achieved 100% inspection of the empty containers entering the country. In the past 2 years, there were 46,300 empty containers failed, and the unqualified rate was 0.67%. The risk assessment of unqualified empty containers was carried out And classified quarantine treatment, a total of 41291 TEUs were cleaned, accounting for 89.18% of unqualified empty containers, 1399 TEUs were cleaned and reexamined, accounting for 3.02% of unqualified empty containers, 3600 TEUs were returned, accounting for unqualified empty containers 7.78%. [Conclusion] The full inspection, supervision and classification quarantine treatment mode of entry gate can not only effectively control the epidemic epidemic and the spread of toxic and harmful substances, but also speed up the turnover of empty containers and reduce the stalemate time so as to reduce the operating cost for enterprises while optimizing The inspection and quarantine manpower allocation, and achieved good social benefits.
