编者按:7月1日,国务院国资委、财政部联合发布《企业国有资产交易监督管理办法》(32号令),旨在规范企业国有资产交易行为,加强监管,防止国有资产流失。32号令自发布之日起即刻施行。市场研究认为,这是在国有混合所有制改革关键时期的一个重要政策,其至少在两个层面给予具体细致规定,即资产交易与信息公开,影响至广。
Editor’s Note: On July 1, the State Council SASAC and the Ministry of Finance jointly promulgated the Measures for the Supervision and Management of Transactions in State-owned Assets of Enterprises (Order No. 32), which aims to standardize the transactions of state-owned assets of enterprises and strengthen supervision so as to prevent the loss of state-owned assets. Order 32 takes effect as soon as it is released. According to market research, this is an important policy during the crucial period of the state-owned mixed ownership reform. It is specified at at least two levels, that is, asset transactions and information disclosure have a wide impact.
