随着改革的不断深入,高职院校编制外人员的管理矛盾将更加突出,如何使编制外人员管理制度化、规范化、法制化,将是高职院校管理和改革成败的关键。本课题应结合高职院校的工作实际,通过分析编制外人员管理存在的问题,以分层次管理理论为切入点,探索构建适应新形势下高职院校更加合理的、行之有效的编制外人员管理的新模式,同时,对于我省事业单位编制外人员的管理决策具有一定的借鉴作用。
