我国的经济建设和经济体制改革,十年来取得了举世瞩目的成就,同时也存在一些问题和困难。主要问题之一,就是产业结构失衡和技术进步缓慢。因此,调整产业结构使之趋于合理,促进科技进步,既是当前治理经济环境、整顿经济秩序的重要内容和目标,也是使我国经济发展走上良性循环的基本条件。 一 产业结构是指生产要素在各产业部门间的比例构成和它们之间相互依存、相互制约的联系。即一个国家的劳动力、财富、各种资源在国民经济各部门之间的分配状况及其相互制约的方式。
China’s economic construction and economic restructuring have made remarkable achievements in the past decade as well as some problems and difficulties. One of the main problems is the unbalanced industrial structure and slow technological progress. Therefore, adjusting the industrial structure to make it more reasonable and promoting scientific and technological progress is not only the important content and objective of governing the economic environment and rectifying the economic order at present, but also the basic condition for our economy to embark on a virtuous circle. An industrial structure refers to the proportion of production factors in various industrial sectors and their interdependence and mutual restraint. That is, the distribution of labor, wealth and resources of various countries in various sectors of the national economy and the ways in which they are mutually restrained.
