2009年2月1日,温家宝总理在英国伦敦接受《金融时报》主编巴伯专访时说,“我们正在探讨、探索如何合理有效地运用外汇储备来为我们的建设服务。”于是,国内掀起了一场如何让2万亿美元外汇储备刺激中国经济的大讨论,专家们纷纷提出自己的办法,为“外储内用”出谋划策。也因观点存在分歧,引起了不少争论。其实,“中国巨额外汇储备怎么花”已经不是新话题了,但金融危机发生后,中国大规模的救市计划需要巨大的资金做支持,2万亿美元的外汇储备的确到了应该发挥作用的时候了。本期《新财经》邀请了著名经济学家钟朋荣、中国社科院国际金融研究中心副主任何帆、银河证券首席经济学家左小蕾,共同探讨外汇储备如何为振兴国内经济作贡献。

In this issue of ”New Finance," Zhong Pengrong, a famous economist, and He Fan, deputy director of the International Financial Research Center of Chinese Academy of Social Sciences, and Zuo Xiaolei, chief economist of Galaxy Securities, were invited to discuss how foreign exchange reserves can contribute to the revitalization of the domestic economy.
