基于价值链理论的传媒采编与经营两分开的批判研究

传媒采编与经营的两分开始于20世纪80年代。1987年,为了应对传媒市场化发展的挑战以及旧的重采编、轻经营的体制制约报业经营的扩张,《羊城晚报》率先实行社长领导下的总编辑、总经理分工负责制,实现经营管理体制上的采编与经营剥离。基本的改革措施是实现传媒组织编辑部门与广告、发行、印刷、多元化经营部分的剥离,编辑部门负责媒介内容采编,保持事业单位属性;分离出来的经营部门,按照现代企业制度组建公司。这种采编与经营的两分开在传媒实施集团化之后依然得到继承,已经形成我国传媒改革的基本制度 Two-part media compilation and management started in the 1980s.
