Cai Yong, an economist who positions himself as a researcher on the economics of the poor, is a first-rate scholar who often raises controversial points of view. After 16 years as director of the Institute of Population and Labor Economics, Cai was recently promoted to vice president of the Chinese Academy of Social Sciences and the youngest member of the five current vice presidents. Chinese Academy of Social Sciences is a recognized government think tank, and Cai Yong is often considered as an official economist. He not only participated in the consultation on China's development planning and major policies since the 11th Five-Year Plan, but also went to Zhongnanhai for collective study for the Central Political Bureau three times in ten years
