《国家中长期人才发展规划纲要》指出,当前和今后一个时期,我国人才发展要坚持服务发展、人才优先、以用为本、创新机制、高端引领、整体开发的指导方针。作为人才发展理念的重要创新,坚持“以用为本”既是实现人才发展的出发点,又是最终落脚点,同时也是对如何用好用活人才的现实解答。当前,要把充分发挥各类人才的作用作为人才工作的根本任务,围绕用好用活人才来培养人才、引进人才,积极为各类人才干事创业和实现价值提供机会和条件,使全社会创新智慧竞相进发。为此,必须紧紧围绕“用”字下功夫,从人才培养、人才选拔、人才使用、人才评价和人才流动五个方面把握“以用为本”所蕴含的丰富内涵。
The Outline of the National Medium and Long-term Talent Development Plan states that at present and for a period in the future, talent development in our country should adhere to the guidelines for service development, talent priority, use-oriented, innovative mechanism, high-end leadership and overall development. As an important innovation in the concept of human resources development, adhering to “use-oriented ” is not only the starting point but also the ultimate goal of realizing talent development, as well as the practical answer to how to make the best use of human resources. At present, we should give full play to the role of all kinds of talents as the fundamental task of personnel work. We should make full use of qualified personnel to train qualified personnel, introduce qualified personnel, and actively provide opportunities and conditions for entrepreneurship and value realization for all types of personnel and personnel, Wisdom competing forward. To this end, we must work hard around the word “use” to grasp the rich connotation contained in “using this as the basis” from five aspects: personnel training, personnel selection, personnel utilization, talent evaluation and talent flow.
