1 医疗收费制度改革存在的问题 十几年来医疗收费改革取得了积极的成果。但是与社会经济发展和卫生事业发展的需要相比,还很不适应,存在着较多的问题,主要是:1.1 医疗总费用上升过快与收费标准偏低并存 一方面,近几年来,医疗总费用增长速度较快(表1),医疗费用的增长速度超过了国民经济和财政收入的增长速度。
1 Problems in the Reform of the Medical Charging System Over the past decade or so, the reform of medical charges has yielded positive results. However, compared with the needs of social and economic development and the development of health services, it is still unsuitable and there are many problems. The main problems are: 1.1 The rapid rise in the total cost of medical care and the low charging standards exist on the one hand. In recent years, The total cost growth rate is faster (Table 1). The growth rate of medical expenses exceeds the growth rate of the national economy and fiscal revenue.
