2011年6月26日,《戒毒条例》正式实行。作为《中华人民共和国禁毒法》的配套法规,条例确立了政府统一领导、禁毒委员会组织、协调和指导,有关部门各负其责,社会力量广泛参与的戒毒工作体制以及戒毒治疗、康复指导、救助服务兼备的工作体系,明确规定了以人为本、科学戒毒、综合矫治、关怀救助的原则,全面规定了自愿戒毒、社区戒毒、强制隔离戒毒、社区康复等戒毒措施的责任主体、工作机制、戒毒人员的权利义务以及保障措施。条例的实行势必推动我国新的戒毒制度发展。随着《戒毒条例》的实施与贯彻,全国各地按照地区的实际情况,结合地区优势,广泛动员和发挥社会力量,积极加强自愿戒毒机构及药物维持治疗门诊的建设,推动强制隔离戒毒机构的改革和发展,探索社区戒毒和社区康复模式,一年以来,全国各地正逐步建立起新的戒毒体系。
