一场秋雨一场寒,立秋以来,河南省普降甘霖,除了让人们感受到浓浓的秋意外,最高兴的感受莫过于收到全省旱情已基本解除的喜讯。夏秋之交,本应是河南雨水最丰沛的时刻,也是玉米抽穗的关键期。而今年,河南却遭遇了63年来最严重夏旱,老百姓称这场大旱为“卡脖子旱”。据了解,截至8月初,全省受灾人口1929.94万人,农作物受灾面积2163.02千公顷,造成直接经济损失72.89亿元。根据《河南省自然灾害救助应急预案》启动条件,根据我省旱情发展情况,省减灾委、省民政厅将Ⅳ级应急响应
